UX Differences: Framer has some different defaults when it comes to things like scrolling and layer selection.
Document Structure: Framer is much more opinionated about document structure.
Component Overrides: Configuring component overrides in Framer is a bit more tedious.
Variants: Variants are a much more central part of working with Framer.
Although it looks like a design tool, Framer is ultimately a website builder and so has some constraints that other design tools don't have. This can be pretty frustrating at first but once you understand them you can start to unlock Framer's potential.
